Papaneel of One Piece

Papaneel is a fishman on Fish-Man Island who was forced to become a criminal.He was first seen during a flashback where he committed a robbery and even took a hostage. Otohime tried to stop him, whereupon he shot at her. However, she managed to dodge all the bullets and slapped him several times for behaving so badly in front of children. Papaneel then explained that he needed the money for his family as they were totally impoverished. Otohime continued to slap him, but now cried while doing so and apologized to him that as queen she did not know of his misfortune. Touched by the queen’s emotion, Papaneel promised to mend his ways. Shortly after, he was taken away by the authorities for the robbery.
