Storyline
Franky has received a visit from the CP9, a secret agent force of the world government. They know everything about his past and want to get from him the blueprints of the Pluton, the most powerful warship of all time. While searching Franky’s base, the CP9 finds a secret room filled with dusty drawing desks.
In addition, the episode contains a flashback to the time when Franky and Iceburg were still Tom’s apprentices. In part to improve Water 7’s economic situation, Tom begins to develop the sea train. However, this almost fails because Tom is put on trial for building the Oro Jackson. However, he is able to convince the judge of his plan. The judge grants Tom a grace period of 10 years to complete the “Puffing Tom” sea train, which he finally succeeds in doing.
