Inukai is a bureaucrat from the flower capital on Wano Country.

Appearance
Inukai is a man with bushy and long brown hair that he has tied into a braid at the back of his head. He has thick black eyebrows and a prominent mustache that looks like two whiskers on a catfish. He wears a light green kimono with a dot pattern and a cape over it that is patterned with yellow-brown circles.
Present
Inukai attended Kurozumi Orochi’s banquet at his castle and had a conversation with the yakuza boss Kyoshiro. He praised him for the beautiful Oiran Komurasaki and how well he had raised her, but Kyoshiro countered that he should not speak of a woman as if she were a dog. Inukai further praised Kyoshiro for ruling with an iron fist and sending out members of the Flying Six because someone had messed with his men in the flower capital.
