Hitsugisukan was the ruler of the Duchy of Mokomo on Zou when Inuarashi, Nekomamushi, and Kozuki Oden were still serving on Gol D. Roger’s ship.

Hitsugisukan is very caring when it comes to his friends. He can also get emotional very quickly.
Past
In their search for the four Road Poneglyphs, the Roger Pirates used a Vivre Card to head for Zou Island, the home of their companions Inuarashi and Nekomamushi. The two had written a letter to their chief, and he wept with happiness, knowing that his friends were fine and that he no longer had to worry about them.
Miscellaneous
- The name is apparently a portmanteau of the Japanese word for sheep(hitsuji) and jingisukan (note: needs link), a Japanese dish of grilled sheep meat.
