Birka is the home island of Enel.
Not much is known about Birka, except that there were quite strong fighters there, and that Enel nevertheless completely destroyed the island before leaving it to travel to Skypiea and usurp the throne of God there.
As it later turned out from a mural on the moon, an ancient city on the moon was also called Birka.
